Personalized Employment Pass (PEP)
Unlike an Employment Pass, the Personalised Employment Pass (PEP) is for certain group of existing Employment Pass holders and overseas foreign professionals. PEP is not tied to the employer and is granted on the strength of the applicant’s merit. PEP holders enjoy the benefits of job flexibility as they can reside in Singapore for up to six months between jobs to evaluate new employment opportunities. All PEP holders may also apply for Dependant Pass or Long-Term Visit Pass for their family members.
However, the PEP holder is not allowed to start their own business or engage in any entrepreneurial activities. The holder must apply for an Entrepreneur Pass (EntrePass) if they intend to start a business or incorporate a private limited company in Singapore.
Eligibility
- Earn a fixed monthly salary of at least S$8,000 (last drawn salary should not be older than 6 months at the time of application).
- Former P1 Employment Pass holders who resides overseas (you should not be unemployed for more than a continuous period of six months at the point of application).
- A current P1 Employment Pass holder.
- A current P2 Employment Pass holder with at least two years of working experience in a P category Employment Pass and a minimum annual salary of S$34,000.
- A current Q1 Employment Pass holder with at least five years of working experience in a Q1 category Employment Pass and a minimum annual salary of S$34,000.
- A foreign graduate from institutes of higher learning in Singapore with at least two years of working experience in a P or Q1 category Employment Pass and a minimum annual salary of S$34,000.
Passes for Family Members
PEP applicants, who wish to apply for the Dependant’s Pass (DP) or Long Term Visit Pass (LTVP) for their family members, may submit the DP/LTVP application and supporting documents together or separately with the Employment Pass application.

Dependant Pass
Both P and Q1 Pass holders can apply for a Dependant Pass for their:
- Spouse
- Unmarried or legally adopted children under 21 years old
If you are an Employment Pass or an EntrePass holder, your spouse is eligible to work in Singapore as a Dependant Pass holder. However, your prospective employer is required to apply for a Letter of Consent (LOC) with Ministry of Manpower. (Note: Not eligible for S Pass holder)

Long Term Visit Pass
P Pass holders can apply for a Long Term Visit Pass for their:
- Common Law Spouse
- Unmarried daughters above 21 years old
- Handicapped children above 21 years old
- Step-children under 21 years old
- Parents and parents-in-law
Validity
The non-renewable PEP is valid for five years and will be issued only once.
- Maximum unemployment period not exceeding six continuous months at any point. PEP holders should cancel their PEPs should they leave Singapore and work for employers overseas.
- Minimum annual salary of S$34,000 for each calendar year.
- Inform MOM of any notifications such as changes in employment status (e.g. commencement or cessation of employment), annual fixed salary or contact details.

Application Process
PEP applications can be submitted online (via PEP Online from MOM website) or manually (PEP application form downloaded from MOM website).
Overseas foreign professionals should complete the manual application form if they wish to apply for the pass.
Collection of Pass
Before the collection of the PEP, the foreigner will need to submit a request to issue the pass via EP Online, an online portal for selected work pass transactions.
Request for the issue of Pass
- An authorise company representative
- An authorised third party acting on behalf of the Personalised Employment Pass applicant
- A PEP applicant who possess a SingPass ID
Collection of Employment Pass
Documents required:
- Cancellation letter from current employer (if applicable)
- A copy of the In-Principle Approval letter
- Recently taken passport size photograph
- Original passport with entry embarkation cards/travel documents
- Completed Declaration form (if applicable)
- Medical Examination Report (if applicable)*
- Any other documents that are requested in the approval letter
*Note: You may get a medical examination in your own country through an established clinic-hospital or in Singapore.
Change of Employer
PEP holders do not need to apply for a new pass whenever they change employer. As such, there is no need to cancel the existing pass prior to the application for a new pass.
However, as the maximum unemployment period must not exceed six continuous months at any point, PEP holders are only allowed up to six months to seek new employment between job change.
Cancellation of Pass
The PEP must be cancelled if the pass holder is unemployed for more than six months. The pass holder will need to obtain a valid pass (e.g. Short Term Visit Pass, Employment Pass, etc) to remain in Singapore.
The PEP will continue to be valid with each change of employer. Hence, PEP holder does not need to cancel his/her PEP each time they seek new employment. Nevertheless, PEP holder is required to notify MOM whenever he/she changes employer.
